Energy Bill Relief Scheme: non-standard supplies of energy - call for evidence

Overview

We're seeking evidence from organisations who are unable to access the scheme because they are non-licensed suppliers of energy or supply energy to businesses in non-standard ways.

The government recognises that some organisations are unable to access the Energy Bill Relief Scheme (EBRS). This is because the EBRS delivery mechanism requires a licensed supplier in order to apply the discount.

We’re aware that some suppliers operate through licence exemptions, or supply energy to businesses in other non-standard ways. For example, suppliers of major industrial sites or major energy users.

This includes energy supplied:

  • by non-licensed suppliers (this might be purchases of gas direct from refineries, power plants or from the wholesale market)
  • from an Energy from Waste (EfW) production facility via a private wire
